3.1 Requirements
3.1.1 Essential safety requirements
3.1.1.1 Fault, failure and abnormal condition detection
The winder control system shall be designed to detect faults, failures and abnormal conditions that may adversely affect winder operation.
3.1.1.2 Speed and distance protection limits
Winder control system limits shall be defined for travel, speed, and acceleration and deceleration.
The winder control system shall include functionality —
(a) to operate the conveyance in accordance with the defined limits; and
(b) to bring the conveyance to a safe state when the conveyance operates outside these limits.
3.1.1.3 Other required functions
The winder control system shall also provide the following:
(a) Functions to prevent operation of the conveyance during loading or unloading of persons, materials or minerals.
(b) Functions to control operation of the conveyance during maintenance to prevent unintended movement of the conveyance.
(c) When in personnel riding mode, communication with the conveyance.
(d) Initiation of the emergency stop function that will bring the conveyance safely to rest.
(e) Diagnostics to detect degradation of a safety function so the conveyance is automatically brought to a safe state.
(f) Functions to prevent release of the brakes until drive motor holding torque is present.
(g) Functions to prevent the conveyance from making unintended contact with deployable shaft obstructions.
(h) Functions to prevent declutching of a double drum winder without brakes being applied.
(I) Functions to allow for system recovery from abnormal or faulted conditions such as overwind.
Activation of a safety function shall cause the trip or the alarm to be latched and neither the trip nor the alarm shall be capable of being automatically reset. The loss of power to the winding system, or parts thereof, shall not cause or enable the latch to be reset.
Dead man controls shall be provided for the manual operation of any winder.
3.1.2 Hardware requirements
Measures shall be taken to protect the winder control hardware and to allow it to function as designed and achieve reliability and safety requirements when operating in conditions within its designed environmental limits.
